Publication: Inteligencia artificial y reforma digital tributaria en América Latina : hacia una gobernanza fiscal inteligente

| dc.description.abstract | La transformación digital tributaria en América Latina enfrenta retos y oportunidades clave, especialmente con la integración de la inteligencia artificial en la gestión fiscal. Esta revisión sistemática analiza estudios, informes y literatura publicada entre 2015 y 2025 sobre la aplicación de la inteligencia artificial en la administración tributaria, con un enfoque comparado en experiencias como Perú y Colombia. Se consultaron más de 50 fuentes académicas y oficiales mediante bases de datos Scopus, Google Scholar, Dialnet y repositorios institucionales. Los resultados destacan avances en automatización, facturación electrónica, detección de fraudes y atención al contribuyente; sin embargo, persisten barreras como los sesgos algorítmicos, la ciberseguridad, la brecha de talento y la resistencia interna. Se discute la relevancia de fortalecer la confianza ciudadana y el marco ético. Se aportan recomendaciones para Colombia y se proponen líneas de investigación futura para consolidar la gobernanza de datos y la recaudación eficiente. | |
| dc.description.abstractenglish | Digital tax transformation in Latin America faces key challenges and opportunities, especially with the integration of artificial intelligence into fiscal management. This systematic review analyzes studies, reports and literature published between 2015 and 2025 on the application of artificial intelligence in tax administration, with a comparative focus on experiences such as Peru and Colombia. More than 50 academic and official sources were consulted using Scopus, Google Scholar, Dialnet, and institutional repositories. Results highlight progress in automation, electronic invoicing, fraud detection and taxpayer assistance; however, barriers such as algorithmic biases, cybersecurity, talent gaps and internal resistance persist. The importance of strengthening citizen trust and the ethical framework is discussed. Recommendations for Colombia are offered, and future research lines are proposed to consolidate data governance and efficient tax collection. | eng |
